Fog lights are very useful when needed

For safe driving a sufficiently long stretch of road has to be clearly visible. If there is not adequate light the road will not be visible, and it will be as bad as driving blind. There is no problem if it is day time and there is bright sunlight. A car has, however, to be driven at any time in twenty four hours and in all weather conditions.

The problem comes in when there is a fog. Headlights alone may not be adequate, fog lights have to be used. It goes without saying that under such conditions light should be very bright so that it can penetrate thick fog. The beam of light should be so directed that it illuminates the road but does not blind the driver of the vehicle coming from the opposite side. Hence the fog light beam is directed at a lower level. Usually the fog lights are installed at a level lower than the headlights. The color of the light is also important. Yellow is the chosen color. Red would have been the ideal color, but since red color light is used as a stop signal, there is scope for confusion if red color fog lights are used. So the next best color yellow is chosen.
